The purpose of this primer is to highlight current practices, emerging technologies and methods, and possible approaches to improve the active management and operation of the next generation of agencies’ traffic management systems (TMSs). The primer examines the basic TMS functions, actions, and services and how they might enhance safety and mobility though a range of operational strategies and capabilities. The motivations for agencies planning and making investments to add or improve TMS capabilities to meet future agency or regional needs are then explored. Through challenges and lessons learned from other agencies, potential benefits, and costs to improve the performance and capabilities of the next generation of an agency’s TMSs are then discussed. The information and practices captured in this primer may assist agencies with identifying the issues to consider as they plan, operate, or evaluate possible improvements to their existing or the next generation of their TMSs.
