This report documents the selection process for the new Pavement Testing Facility (PTF) pavement foundation materials and the laboratory characterization necessary to achieve many of the research objectives. This new pavement field enables researchers to consider the impact of various pavement foundation designs on the performance of the pavement. Pavement foundation considerations are fundamental to the PTF’s research objectives related to innovative pavement design concepts, evaluation of design methodologies, sustainability, and resilience.
The report is intended to serve as a reference document for the planned research at the new PTF. The results of this work will assist State and local transportation agencies, design consultants, contractors, and researchers in evaluating appropriate geomaterials, including stabilization techniques, for more durable pavement systems.
