Right of Way Cost Estimation Strategies and the Application of Geographic Information System Report

Cost estimates for right of way (ROW) depend on the accuracy and reliability of information related to the location of the geospatial boundaries of a project. This report summarizes findings from research related to using geographic information systems (GIS) at a State Department of Transportation (DOT) for ROW cost estimation.
This report uses three main data sources for the background information:
- A document review of publicly available reports focused on tools and methods used for ROW cost estimation throughout transportation project delivery, and the benefits and challenges of a standard electronic ROW cost estimation calculator.
- A summary of findings from interviews with State DOT GIS and ROW specialists from four States with varying degrees of practical experience using GIS in their ROW cost estimation processes.
- Findings from a peer exchange on the topic of ROW cost estimation.
