Project Abstract:

The purpose of this task order is to develop a research toolkit on innovative finance strategies to accelerate bicycle and pedestrian (active transportation) project delivery. The project will identify active transportation projects in the U.S. that were implemented using innovative finance and funding approaches, and will provide case study analysis of these projects, and will include a virtual peer exchange among subject matter experts.  The toolkit will include informational references on Federal-aid funding eligibility, legislation and policies, processes and methodologies, and other resources and procedures that agencies can use to explore innovative funding and finance strategies to implement active transportation projects. The toolkit will include a web-based tool that provides reliable, quantitative and qualitative information that supports analysis and decision making for implementing innovative project funding and financing mechanisms. The toolkit will be designed in a manner that is replicable to variety of state and local agencies.

Project Outcomes/Impact:

Project will respond to congressional inquiry on innovative funding strategies for bicycle and pedestrian projects and help inform funding approaches for bicycle and pedestrian projects.  Bike and Pedestrian Infrastructure (Senate Report 115–268, Page 46) “The Committee recognizes the importance of bicycle and pedestrian infrastructure to the mobility and livability of communities…The Committee directs the Department to compile, analyze, and issue best practices for innovative finance strategies to better inform state agencies of available financing options through the Department’s existing programs.”
