Federal Highway Administration (FHWA) is periodically asked for permission to remove or reduce the functional class of Interstate Highway segments. These segments were planned as part of a nationwide network to support boarder economic movements as well as serving local needs and built in large part with Federal-Aid Highway Program funds. This study seeks to understand the transportation and economic implications of changing the use of these segments and associated rights of way for alternative uses.
