Project Abstract:

Develop version 5.6 of the Highway Economic Requirements System (HERS), including incorporation of vehicle operating costs and revisions to pavement performance equations.  Ensure that model specifications and usage reflects economic infrastructure investment principles.  Provide model operations and maintenance, update parameters, and provide production runs for the 25th Nation's Highways, Bridges, and Transit: Conditions and Performance Report to Congress (C&P report), and related economic research. Provide exploratory research on selected potential future model enhancements.

Project Outcomes/Impact:

Provide objective, inform analysis of future highway investment scenarios for use in the 25th C&P report and other investment policy studies using the most available parameters.  Selected enhancements are based on requests OST, OMB, and users to aid in analysis, reporting, and/or accuracy of prediction.  

FHWA utilizes this well-known and well-vetted highway needs analysis model customized to work with Highway Performance Monitoring System (HPMS) data to produce the biennial C&P Report to Congress.
