Project Abstract:

Economic analysis in support of Federal Highway Administration (FHWA) proposed changes to regulations (developing economic regulatory evaluations including regulatory impact analyses (RIAs)  identifying the benefits, costs, and cost savings associated with FHWA-proposed regulatory actions. RIAs are included in notices of regulatory actions.

Project Outcomes/Impact:

Timely approval of cost-effective regulatory actions.  FHWA is required by law to develop an RIA for each proposed significant rulemaking, deregulatory action, or guidance and include this RIA in the Federal Register.  The RIA helps FHWA identify cost-effective ways of achieving desired regulatory outcomes.  OST and OMB reviews of  proposed actions include a thorough review of the assumptions and methods used in the RIA to ensure consistency with OMB and agency BCA guidance.
