Congestion Mitigation and Air Quality Improvement Performance Plan Guidebook for Metropolitan Planning Organizations
Project Information
The Moving Ahead for Progress in the 21st Century Act (MAP-21) and the Fixing America’s Surface Transportation Act (FAST Act) required the U.S. Department of Transportation (USDOT) to establish a set of national measures under which State departments of transportation (DOTs) must report performance or condition. For the purpose of carrying out the Congestion Mitigation and Air Quality Improvement (CMAQ) Program, MAP-21 required USDOT to establish measures for State DOTs to use to assess traffic congestion and air. To meet this requirement, Federal Highway Administration (FHWA) finalized three performance measures. As part of this effort, FHWA developed a CMAQ Performance Plan Guidebook for metropolitan planning organizations (MPOs) to describe the new performance measure requirements, including performance plan applicability, data sources, timeline and reporting requirements, and sample templates.
