Carbon Monoxide Categorical Finding MOVES Analysis
Project Information
In 2014, the Federal Highway Administration (FHWA) issued a carbon monoxide (CO) categorical finding analysis to assist air quality practitioners by potentially relying on the categorical hot-spot finding in place of doing their own CO hot-spot analysis as part of a project-level conformity determination for some projects in CO maintenance areas. The previous CO categorical finding analysis utilized MOVES2010b for calculating CO emission rates used with CAL3QHC in determining CO concentration levels. As part of this effort, FHWA conducted an updated analysis for the CO categorical finding using MOVES2014a and updated the finding for use with MOVES2014a. This entailed a new analysis running MOVES2014a to calculate new CO emission rates and run CAL3QHC to obtain new CO concentration levels.
