"The report released today by the The Road Information Program (TRIP) serves as a stark reminder that Congress is long overdue in passing the President's plan to invest record sums to improve our highways and transit systems. State and local leaders desperately need the additional resources, long-term funding and bigger menu of congestion relief and transportation improvement options that the Bush Administration plan provides. Commuters and the American economy shouldn't be forced to wait any longer. Congress must act now to pass the President's highway plan."
