The Federal Highway Administration (FHWA), Eastern Federal Lands Highway Division (EFLHD) has been asked by the Department of the Navy and the Virginia Department of Transportation (VDOT), to deliver a project to improve access to the Naval Station Norfolk (NSN) and Norfolk International Terminal (NIT).
The project consists of a new I-564 Intermodal Connector, a reconfigured Commercial Vehicle Inspection Station for NSN, a relocated NSN Gate 6 (entry control point), and relocation of Patrol Road and Ingersol Road. The new Intermodal Connector would extend from the existing I-564 in the area of Terminal Blvd on the east to the NSN Gate 6 and NIT on the west, representing approximately 2.82 miles of four-lane limited access highway.
Proposed improvements include, but are not limited to: construction of interchanges, local connectors, bridges, and storm water management areas. Adjustments and tie-ins will also be required at the interface with The Virginia Port Authority (VPA) and Norfolk Southern (NS) Railroad. Improvements will not conflict with the future construction of a new Air Terminal Interchange (ATI) or Navy access to the future Patriot's Crossing tunnel project.
All funding required for the project will be provided by FHWA Federal-aid funds apportioned to the State of Virginia and local match funds from Commonwealth of Virginia. This will include planning, preliminary engineering, preparation of the environmental documentation, permits and other clearances, acquisition of right-of-way, relocation of utilities, construction and contract administration.
The NEPA document was completed in February 2013, with award of a design-build contract in February 2014. Construction started in August 2015 and the NIT Port Access Lane was opened in December 2017. The project is currently scheduled for completion in the Fall of 2020.
