North Powder River Lane Reconstruction

Project Description

North Powder River Lane and Ellis Road provide the primary connection from the north between Interstate 84 (I-84) and the Anthony Lakes  Highway, which is part of both the Elkhorn Drive Scenic Byway and the Grande Tour Scenic Byway.  In addition to providing access for local residents and agricultural lands, the route provides year round recreational access to a significant portion of the Wallowa-Whitman and Umatilla National Forests from I-84. 

The proposed work on North Powder River Lane would consist of reconstructing approximately 3.8 miles of the existing roadway surface while maintaining the existing 11-foot travel lanes with 1 to 2 foot gravel shoulders.  It also includes 0.6 miles of work on Ellis Road to include a 2-inch asphalt concrete pavement overlay.  Many existing culverts and irrigation ditches cross the roadway and may need replacement or repair. The intersection of North Powder Lane and Ellis Road will be analyzed for traffic flow and safety and reconfiguration or low cost safety improvement recommendations will be made.  Both roadways would have new signing and striping installed.
