Project Overview

A Draft Environmental Impact Statement (EIS) has been prepared pursuant to the National Environmental Policy Act, HRS Chapter 343 (as amended), and Hawaii Administrative Rules Title 11, Chapter 200. The document is available for download and review by clicking on All Documents link then see Environmental Documents on the bottom of this page. The forty five (45) day public comment period for the Draft EIS has closed. The project team is currently reviewing, analyzing, and preparing responses to comments received.


HDOT has partnered with the USDOT Central Federal Lands Highways Division (CFLHD) to deliver bridge and other highway improvement projects throughout the islands.

Update 10/1/20

This project has been placed on temporary "hold" status until funding for construction is confirmed. Despite the funding shortfall, development of the project Environmental Document will continue to progress as HDOT seeks alternative funding sources from various Federal Grant programs. Consultation with the State Historic Preservation Office and other stakeholders continues as necessary to satisfy section 106 (historic preservation) requirements of the National Environmental Policy Act.

Update 6/1/20

The Saddle Road extension project continues to advance, working towards a final EIS and subsequent Record of Decision. Section 7 consultation has concluded and we have received comments on the section 106 report. The project team is currently assessing and addressing the comments. The Final EIS schedule is dependent on agency approvals.

Funding of $90 million seeking to extend the Daniel K. Inouye Highway from its west side Mamalahoa terminus to Queen Kaahumanu Highway has been approved by Hawai'i State Legislature and submitted to Governor for final approval.
