Colusa National Wildlife Refuge is accessed via SH 20 at O’Hair Road about 2 miles west of Colusa, California. SH 20 is an east-west two-lane highway with approximately 8,600 ADT travelling at 85th-percentile speeds of 65mph. The SH20/O’Hair Road intersection does not contain auxiliary lanes and vehicles stop in the through lane to turn onto O’Hair Road. In addition, the O’Hair Road approach is difficult to see from SH20 because it is 4-5 feet below the elevation of SH20 which is superelevated at the intersection, so sight distance to the approach is limited. Frequent foggy conditions occur during the Refuge’s high visitation period in winter, obscuring vehicles stopped in the SH20 through lanes at O’Hair Road. This project proposes installation of auxiliary turn lanes in each direction on SH 20, raising the grade of the O’Hair Road approach, and installation of directional and advance warning signs and flashing beacons.
